Private military and security companies are one of the commercial entities that are contracted to provide services related to military and security matters, in addition to the professionalism and high discipline of their members in performing the tasks assigned to them, as these companies have become among the most important actors, other than states and international organizations, at the level of international relations. Many countries and international organizations have requested the use of military and security services provided by these companies, including the United Nations This study seeks to answer the main question, which is what role private military and security companies play as an international non-governmental actor in international relations, and the nature of the roles they have come to play in the international system, with a focus on the case of the Russian Wagner Company, which has become the most important figure in the corporate equation. Private military operations in the world, especially in Libya, which is considered one of the tools for achieving Russian foreign policy goals within the framework of proxy war in disputed areas
